Board of Trade, October 17, 1904.

I AM directed by the Board of Trade to refer to your letter of the 14th instant and your communication of to-day's date, relative to the proposed Regulations governing the registration of trade-marks in China; and, in reply, to state, for the information of Lord Lansdowne, that the Board of Trade are of opinion that it is most important that further time should be allowed for consideration of the Regulations in question. They would suggest, therefore, that Sir E. Satow should be instructed to press the Chinese Government to defer for six months the date of operation of such Regulations.
